FED:ABC loses 4th veteran newsman in few days

SYDNEY, Aug 20 AAP - The ABC's managing director says the broadcaster is grieving again
following the death of veteran newsman Ian Carroll.

Capping off a horror week for the ABC, former executive producer of The 7.30 Report
and Four Corners, Ian Carroll, died on Friday afternoon after a long illness.

His death came after Thursday's helicopter crash in which ABC reporter Paul Lockyer,
pilot Gary Ticehurst and cameraman John Bean died.

ABC Managing Director Mark Scott on Saturday paid tribute to Mr Carroll, saying that
much of the broadcaster's reputation for innovation was thanks to the veteran producer's
creative leadership.

"We didn't think we could grieve more, but we are devastated to lose such a creative
and inspirational editorial leader," Mr Scott said in a release.

"So much of the ABC's reputation as an innovative and dynamic public broadcaster is
due to Ian's dynamic leadership of his highly creative team."

He described Mr Carroll as a "driving force" behind many of their most important programs
and said thoughts of everyone at the broadcaster were with Mr Carroll's family and wife,
fellow ABC journalist Geraldine Doogue.

"Our love is with Ian's wife, Geraldine Doogue and their wonderful family at this time
of great loss and sadness," he said.

The loss is yet another blow to Australian journalism, coming after the death of veteran
crime reporter Les Kennedy on August 10.

KeyOn Communications Holdings, a provider of wireless broadband, satellite video and voice over Internet protocol services, announced it has completed its acquisition of substantially all of the wireless broadband assets of Wells Rural Electric Company.

In a release dated Feb. 3, the Company said the WREC acquisition has strategic importance to KeyOn as the network footprint covers markets such as Wells and West Wendover, Nevada. The network serving these communities will interconnect with KeyOn's planned network in rural Nevada funded by the American Recovery and Reinvestment Act's stimulus program. In September 2010, KeyOn received a $10.2 million stimulus award to provide 4G, last-mile wireless broadband access and VoIP services to approximately 93,000 people, 5,522 businesses and 849 critical community facilities throughout Nevada.
Jonathan Snyder, KeyOn's President and Chief Executive Officer, said, "The purchase of the wireless broadband business from Wells Rural Electric Company adds a well architected network with robust capacity and a stable subscriber base. As a result of our planned stimulus-funded network construction, the residents of the areas covered by WREC will be able to access up to 8 MBps speeds with our 4G wireless network and these communities will benefit from job opportunities and economic development."

WREC represents the eighth acquisition of network assets and subscribers since the inception of Rural UniFi in the fourth quarter of 2009 and is the Company's 12th acquisition overall. It is expected that this transaction will add positive operating cash flow in its first month of operations under KeyOn's ownership because of its assimilation into KeyOn's centralized network and customer operations center.

FED:Independents start power talks

CANBERRA, Aug 25 AAP - The three independent MPs and Green MP Adam Bandt have begun
talks with the coalition and Labor over the future government.

They have handed a seven-point strategy to Prime Minister Julia Gillard and Opposition
Leader Tony Abbott, which the independents say is a starting point for discussions.

The MPs want access to the latest Treasury budget figures as well as a commitment from
both major parties that the government formed would commit to a full three-year term.

Mr Bandt, Bob Katter, Tony Windsor and Rob Oakeshott have said they will release the
seven-point plan after the meetings at Parliament House in Canberra.

More than 100 asylum seekers are being shifted from Christmas Island today to two mainland
locations.

Immigration Minister CHRIS EVANS said yesterday the 60 single male detainees would
be moved to the Darwin detention centre .. and about 70 unaccompanied minors would be
moved to Port Augusta .. in South Australia immediately.

But that plan was deferred until today after the charter plane expected to transfer
them suffered mechanical difficulties.

Senator EVANS also announced yesterday the recommissioning of the detention facility
at WA's Curtin Air Base.

Senator EVANS says a couple of hundred or so people will be moved off Christmas Island
in the next week or two to ease overcrowding.

Opposition immigration spokesman SCOTT MORRISON says the new policy is another example
of failure by the federal government .. and the costs of dealing with asylum seekers is
spiralling out of control.

Meanwhile .. Refugee Council of Australia CEO PAUL POWER says the use of the Curtin
facility to house asylum seekers is completely inappropriate because of its remoteness.

SYDNEY, Dec 4 AAP - New NSW Premier Kristina Keneally says she aims to focus on jobs,
public transport, health, education and care for venerable people.

The first aim she mentioned in an interview with the Nine Network on Friday, after
her election on Thursday night by the caucus of Labor MPs, was "a focus on jobs and economic
investment as NSW leads the nation out of its economic downturn".

Secondly, her priorities were transport, health and education.

"As planning minister I set us a goal of building Australia's best planning system.

That's the same focus I bring to my job as premier as we tackle the challenges, particularly
in public transport," she said.

Thirdly, Ms Keneally said, "to put at the heart of my government a care for the most
vulnerable in the community, particularly people with a disability and people with a mental
illness".

Asked if she thought she could win back the support of the people of NSW, she rejected
an allegation the Labor party had been a disgrace.

"I would reject that notion entirely," she said.

"There's much to be proud of. In NSW our Year 3 and Year 5 students are producing literacy
and numeracy results amongst the best in the nation.

"Our emergency room departments are judged to be amongst the best in the nation.

"We are delivering a public transport system which has seen our trains run on time
95 per cent. Our next challenge in public transport is to enlarge it and expand it."

Canada's become the third country to confirm human cases of swine flu .. as global
health officials consider whether to raise the global pandemic alert level.

More than 80 people have been killed by the virus in Mexico .. six have been diagnosed
in Canada .. and 20 in the US .. where the outbreak has been declared a public health
emergency.

The virus appears to have spread as far away as New Zealand where 13 students have
reported flu like symptoms after returning from Mexico .. 10 of the group will find out
later today or tomorrow if they're infected.

In Australia .. two people in Queensland and two in New South Wales .. also recently
returned from Mexico .. have been cleared of the virus

The Australian Medical Association says Australia is well prepared to deal with a deadly
outbreak saying the nation's health system has strong communication networks and has stores
of the anti-viral agent Tamiflu.

Meanwhile .. the World Health Organisation's emergency committee plans to meet tomorrow
to decide whether to lift the threat level .. while countries including China .. Russia
.. and Taiwan are already looking at putting anyone with symptoms of the deadly virus
under quarantine.

The WHO is considering whether to issue non-binding recommendations on travel and trade
restrictions .. and even border closures.



Mortgage (SYDNEY)

The federal government will lift the limit for hardship mortgage assistance .. to try
to stop struggling homeowners from losing their properties as the credit crunch bites.

News Limited reports people with mortgages of up to 500-thousand dollars will now be
eligible to ask lenders for help .. up from the current cap of 312-thousand-400.

Banks and mortgage lenders will decide whether to give the assistance .. which can
come in the form of extending a loan contract or granting a repayment holiday.

Afghan Aust (CANBERRA)

A senior Australian commander says the top military chief in Afghanistan wants more
Australian troops to train and mentor local forces.

Brigadier JOHN CALIGARI has told ABC Radio General DAVID McKIERNAN frequently says
he needs more personnel to mentor the Afghan National Army.

He says the general wants more mentors because the only way they'll get out of there
is if Afghani soldiers learn to stand up and take responsibility for the security.

There are currently more than 1000 troops in Afghanistan .. and the Rudd government
is tipped to increase Australia's military presence by expanding the training team.



Allowance (SYDNEY)

Federal Superannuation Minister NICK SHERRY has defended a decision to give federal
MPs an extra 90 dollars a week.

Fairfax reports the Independent Remuneration Tribunal has increased their electoral
allowance by 4700 dollars to 32 thousand.

Senator SHERRY has told Macquarie Radio there hasn't been a rise in the allowance for
nine years and it's been a long time coming.

He says the money is used to fund local raffles .. charities to sporting organisations
and is not a pay rise.



Toddler (BRISBANE)

A man's been remanded in custody over the alleged attempted murder and rape of his
two-year-old son.

The 35-year-old man appeared in Ipswich Magistrates Court today charged with attempted
murder .. rape and indecent dealing with a child.

Police say they found his son with serious injuries at their Collingwood Park home
.. southwest of Brisbane .. yesterday morning.

The boy is in a critical condition and is being treated in the Mater Children's Hospital.

The man will reappear in court on June 10.



Bird (SYDNEY)

Former NRL star GREG BIRD has pleaded guilty to a public mischief offence .. but denies
assaulting his girlfriend.

BIRD is accused of glassing KATE MILLIGAN in the face at his Cronulla apartment last August.

Police also allege BIRD attempted to deceive them when he claimed his flatmate was
responsible for Ms MILLIGAN'S injuries.

In the Downing Centre Local Court today .. barrister JOHN DAILLY SC entered a guilty
plea for BIRD for public mischief .. he's pled not guilty to two assault offences and
making a false accusation.

The matter's been adjourned until later today.

FREMANTLE, WA, Dec 22 AAP - HMAS Arunta has arrived back in Fremantle, after the high
seas rescue of French sailor Yann Elies off the coast of Western Australia.

A sedated Elies, who broke his leg and ribs during the Vendee Globe solo round-the-world
yacht race, was carried off the frigate in a hoist by six sailors to a throng of waiting
media.

He has been whisked away in a waiting ambulance to Fremantle Public hospital.

Elies was rescued on Saturday evening after waiting 48 hours for the Australian Navy
to come to his rescue 850 miles off WA.

WA: No prison for teen branded a danger to the community

PERTH, April 7 AAP - A judge has released a teenager convicted over a fatal assault,
despite declaring him a danger to the community.

West Australian judge Justice Phillip McCann told the District Court in Perth the 19-year-old
was more likely to be rehabilitated outside jail.

He placed the teenager on a 12-month pre-sentence order with strict bail conditions.

A pre-sentence order can be imposed when a court is considering imprisonment, but releases
the offender until sentencing at a later date.

Simon Barr, the father of Arran Barr, who died after being punched in the head at Perth's
Whitfords train station in March 2006, said the youth should have to pay for his crime
before being rehabilitated.

A jury last month acquitted the Perth man of Mr Barr's manslaughter, even though he
admitted he had punched Arran following an argument.

Arran Barr died 11 weeks later in hospital from a torn left vertebral artery.

The teenager, who cannot be named because he was a juvenile at the time of the assault,
was also found not guilty of grievous bodily harm, but admitted to assault occasioning
bodily harm.

At the time of the offence, the teenager was on a community release order for other
"brutal" assaults and had committed a string of previous offences.

"You are a real danger to the community," Justice McCann told him.

He said the teenager did not deserve leniency, but opted not to order a prison term.

He said a pre-sentence order would be of more benefit, because if sent to jail the
teenager would likely serve only a few weeks or months without receiving any help to rehabilitate
himself.

The teenager was bailed on the condition that he report weekly to police, not enter
licensed premises and undergo psychological counselling and anger management programs.

"It's more important from the community point of view that something be done before
it's too late," Justice McCann said.

But the teenager was warned the most minor breach would see him jailed immediately.

Outside the court, Simon Barr said the decision exposed a flaw in the legal system.

"We've got a system in crisis. We've got a young man there who is a danger to the public
and has admitted as much, yet he's out walking the streets," Mr Barr said.

"The justice system ... has to provide justice first and rehabilitation afterwards."

The teenager is due back in court in 12 months for sentencing.

The WA government has proposed introducing a new offence of unlawful assault causing
death, in response to several not guilty verdicts for manslaughter over so-called one-punch
deaths.

NSW: NSW Housing confirms it was working with newborn's family

SYDNEY, Dec 5 AAP - Housing NSW says it has been helping to find accommodation for
the family of a newborn baby found dead in a roadside paddock.

A passer-by yesterday found the body of the infant boy in the paddock at the side of
the Pacific Highway in the Newcastle suburb of Belmont North.

Police are treating the death as suspicious and a post-mortem examination will take place today.

The Department of Community Services (DoCS) has denied reports the family was known
to the department and that the department had booked them into the Winston Court Motel,
where they checked in on Friday.

But Housing NSW, without confirming it had placed them in the motel, today issued a
statement saying it had found accommodation for the family.

A Housing NSW spokesman said the department would do all it could to assist police
in the investigation.

"Housing NSW can confirm that it has provided temporary emergency accommodation for
this family as recently as last weekend," he said.

"This family had a former tenancy with the department and Housing NSW was working with
them to secure accommodation in the private rental market."

The spokesman said the department would not be commenting further on the case.

The motel owner has told News Limited newspapers that DoCS had checked a couple and
their four children into the motel on Friday.

She said she did not see a baby with the couple, nor did the mother appear to be pregnant.

health concerns has exceeded expectations.

Health Minister STEPHEN ROBERTSON says the statewide 13 HEALTH (13 43 25 84) hotline
has helped more than 145 thousand callers since it started a year ago.

13 HEALTH is a 24 hour a day .. seven day a week service providing clinically-based
triage advice from a nurse and health service information for the cost of a local call.

It's aimed at freeing up stretched hospital emergency wards from people with conditions
which are able to be treated by GPs.

PERTH, Dec 20 AAP - A man has been jailed for opening fire with a shotgun on a group
of Aboriginal people, killing one and wounding another in what prosecutors said was a
racially motivated attack.

Bradley Stuart Burge, 33, was today sentenced to seven and a half years in jail for
the January 2000 drive-by shooting in Port Hedland, in Western Australia's north.

He had pleaded guilty to murder and causing grievous bodily harm.

Burge, originally from country NSW, admitted using a 12 gauge shotgun to fire a single
shot at people gathered in a park.

The shot hit a 39-year-old woman in the leg and she bled to death.

The blast also hit a 32-year-old man in the leg, leaving him with a permanent disability.

Burge's brother Kerry James Burge, who was allegedly driving the car at the time of
the shooting, has pleaded not guilty to the same charges and will face trial next year.

Burge's lawyer Josephine Pepe today told the West Australian Supreme Court her client
had not meant to kill or harm anyone, only to frighten them.

"They were out to do a prank that went horribly wrong," Ms Pepe told the court.

But prosecutor Carolyn Moss called the attack "cowardly".

"This is a clear cut case of a racially motivated offence," she told the court.

"It was pure chance and pure luck that no one else was hit ... and there were no further
fatalities," she said.

Justice Ralph Simmonds sentence Burge to a minimum of seven and a half years in prison,
backdated to his arrest in September last year.

"These are matters of grave community concern," he said.

"The results were deeply and doubly tragic."

But Justice Simmonds said he accepted Burge had not intended to kill anybody.

He said the attack had been out of character for Burge and was not part of a pattern
of violence or racism.

Burge was made eligible for parole.

Fed: PM hints at budget tax cuts

CANBERRA, April 7 AAP - Prime Minister John Howard has given a strong hint of more
tax cuts in next month's budget.

Mr Howard said he had not yet seen the final figures, but expected Treasurer Peter
Costello to talk about tax on budget night.

"I would be astonished if the subject was not mentioned in the treasurer's speech,"

Mr Howard told Southern Cross Broadcasting.

"We have always said that if we have got a good surplus and we have paid extra for
defence and other things that we have to invest more in - I had a very big announcement
on mental health during the week - if we do those things and there's money left over,
then it should go back to the taxpayer by way of tax relief."

The surplus is officially forecast to be $11.5 billion when the budget is handed down on May 9.

But economists have speculated that booming resource exports could push it as high
as $16 billion.

Mr Howard said high petrol prices, now exceeding $1.30 a litre in capital cities, were
hurting economic growth.

But the economy was still growing strongly and the current five per cent unemployment
rate was the lowest for 30 years, he said.

"If there had not been a big increase in petrol prices, the economy would be growing
now more strongly than it is. It is still growing very strongly," he said.

Mr Howard said the unemployment rate put the debate about new industrial relations
laws into perspective.

"What it demonstrates is that we are living in a workers market and the bargaining
power of workers now is greater than it has been at any time in the last 30 years," he
said.

Mr Howard said that would only affect interest rates if it fed through to inflation
because of excessive wage settlements.

"And so far that hasn't been the tendency," he said.

"It doesn't automatically follow that if unemployment falls, interest rates go up.

Interest rates only go up if falling unemployment leads to higher wages and that then
feeds into inflation.

"If you have a centralised rigid labour market which the Labor Party and the unions
want, the flow-through effects are more direct and more immediate."

When Mark Wolf joined Castrol North America in 1998, he faced several challenges. As the company's first in-house research director, Wolf was charged with assembling a new research team, increasing Castrol's market share in the declining motor oil category, and demonstrating the value of a focused research effort to his new employers. Today, after a year of segmentation studies, focus groups, tracking reports, and the launch of a new ad campaign, it looks like Wolf may have accomplished his goals. Castrol is a semifinalist for the 2001 ARF David Ogilvy Research Award, which recognizes the advertising industry's most effective research efforts. Says Wolf: "The real reward is knowing that we're making better business decisions from my work."

The ability to make better decisions is the point of all research, but a little recognition is nice as well. Castrol and the other eight semifinalists - three in each category: service, retail, and media; durables and business-to-business; and packaged goods - are examples of how exemplary research can improve the advertising process while pumping up performance in the marketplace. Of the record number of entries received this year, the nine semifinalists represent road maps of how to successfully integrate research into the ad-making process, says Jim Spaeth, president of the Advertising Research Foundation.

Each semifinalist was charged with proving to Ogilvy judges (a panel of researchers, academics, and advertising executives) that market research was central to the shaping of an ad campaign's overall strategy, the developing and testing of creative executions, and the guiding of media buys. And, perhaps most importantly, that this research delivered where it counts: the bottom line. Sales increased, market shares grew, and brands were enhanced. "These campaigns were home runs, and market research was there every step of the way," Spaeth says.

But the Ogilvys don't just provide recognition for this year's batch of semifinalists; they acknowledge the critical role research can play in any winning ad campaign. In fact, the award is named after advertising legend David Ogilvy because, while he was famous for his creative work and the agencies he ran, he was always a champion of research. "Ogilvy actually got his start as a researcher, and he always remembered that understanding consumers and how they would react to creative material was crucial to the ad process," says William Cook, senior vice president of research and standards at the ARF. Some creative types don't look kindly at research folk, says Cook. "They think we're going to chop their baby in half," he says, referring to the role research plays in eliminating or refining creative ideas. "But they should really think of us as washing the baby's hair."

For Brian Maynard, director of integrated marketing at KitchenAid Home Appliances, "Market research, at its best, expands opportunities for a company." Maynard should know. KitchenAid, one of this year's semifinalists, recently announced the introduction of a new licensed textiles line, including place mats and table linens. Why? Turns out that research showed this was a good expansion opportunity for the appliance maker - something that senior management might have had difficulty seeing if not for some insightful research, says Maynard.

Maynard isn't the only one singing the praises of data. In our information-age, in which brand managers are ever more accountable, market research offers the ability to deliver return on investment. "Through research, we learned how to educate, register the brand, and even entertain people, without being overly technical or complex," says Chris Robinson, director of marketing communications for OnStar, another of this year's semifinalists.

Looking to the future of market research, who better to ask than these semifinalists? All nine are profiled in this special section dedicated to recognizing research's top honor.

Several of those featured see technology and new techniques changing the research business. "People are so busy, they barely have time to breathe. The ease of the Internet is going to provide more solutions for us on that front," says Mary Carroll of Kraft. Yet, as the number of ways to reach consumers increases - everything from shrink-wrapped buses to interactive TV - measuring the value and effectiveness of these new media will be a continuing challenge. A challenge that may be easier to surmount with thorough market research.

No end to global slowdown in sight.

The deputy governor of the Bank of England has warned the global financial slowdown could "drag on for some considerable time". Charles Bean, who only took up the post this year, said that every time the markets began to look steadier, "another grenade" exploded.He said the downturn was at least as bad as in the 1970s, but predicted growth would pick up and inflation fall next year, provided oil prices and credit markets stabilised. He described the crisis as a "transitory period" that would pass.The deputy governor, speaking to the BBC from the annual conference of the world's top central bankers in the US, said delegates attending last year's event believed the crisis would have been over by the end of last year. He said the mood at the conference was one of "considerable caution for the next year". "It looks like it will drag on for some considerable time further," Bean said. "We've got our fingers crossed that things will improve. But there is the recognition that there is still a long way to go yet."Wall Street shares swung lower at the opening yesterday as oil prices turned higher and traders braced for reports that are expected to highlight US economic woes.The market was awaiting data on US existing home sales expected to underscore the deep troubles of the housing market and increase the pressure on mortgage giants Fannie Mae and Freddie Mac.Briefing.com's Patrick O'HareAa said the mood was somber."At the moment, oil prices are up a bit and worries about the credit market and earnings prospects for the financial sector continue to fester," he said.
